Idaho Cleanup Project Task Order Tops $1.6B as DOE Adds $73.9M in New Work

Idaho Environmental Coalition's End State Contract keeps growing under a sole-award IDIQ at DOE's Idaho site

FMG Newsroom

BLUF: DOE has obligated $1.63 billion cumulative to Idaho Environmental Coalition LLC on the Idaho Cleanup Project End State Contract, including a $73.9 million funding action on July 9, 2026.

The Department of Energy's Idaho Operations Office (EM-IDAHO) continues to fund the Idaho Cleanup Project (ICP) End State Contract, a single-award task order held by Idaho Environmental Coalition LLC of Tullahoma, Tennessee under master IDIQ contract 89303321DEM000061. Cumulative obligations on the task order (award ID 89304223FEM400000) now stand at $1,628,766,367.97. The most recent substantive funding modification, P00148, obligated $73,896,823.88 on July 9, 2026; three subsequent administrative modifications since then (P00149, P00151, P00152, the latest dated August 3, 2026) carried no additional dollars.

Why it matters: This is one of the largest active environmental remediation task orders in the federal portfolio, and the steady cadence of incremental funding modifications shows DOE is financing the Idaho National Laboratory cleanup in stages rather than fully funding it up front. For remediation contractors and subcontractors in the nuclear services space, the pattern signals continued, if incremental, funding availability on this vehicle through at least mid-2026.

By the numbers:

  • Cumulative obligation: $1,628,766,367.97
  • Latest substantive funding action: $73,896,823.88 (modification P00148, July 9, 2026)
  • NAICS 562910 — Remediation Services
  • PSC F999 — Other Environmental Services
  • Competition type: Full and open competition

The task order is described in federal award data as the award of "the ICP Ten Year Plan Hybrid Task Order under single award master IDIQ contract 89303321DEM000061," with CLIN 05 (S1W design and demolition) authorized to commence scope. The awarding office is EM-IDAHO, the Department of Energy's Idaho environmental management field office. Idaho Environmental Coalition LLC has now received five modifications to this task order since June 2026 alone (P00147 through P00152), reflecting an active, ongoing cleanup effort at the Idaho site.
