SBA Finalizes Rule Tightening 8(a) Sole-Source Justifications

The Small Business Administration has finalized a rule raising the documentation bar for 8(a) sole-source awards above the competitive threshold. The rule takes effect in 60 days.

Contracting officers will need to document additional justification for higher-value sole-source actions, a change likely to push some requirements toward competition within the 8(a) portfolio. Participants should expect more competed work and prepare accordingly.
