DoD Seeks Three-Year OMB Renewal of DFARS Small Business Programs Information Collection

Control Number 0704-0386, covering DFARS Part 219 reporting, is set to expire January 31, 2027

FMG Newsroom

BLUF: The Defense Acquisition Regulations System published a notice on October 1, 2026 proposing a three-year extension of an information collection requirement tied to Defense Federal Acquisition Regulation Supplement (DFARS) Part 219, Small Business Programs.

The notice, issued under the Paperwork Reduction Act of 1995, confirms the collection is currently approved under OMB Control Number 0704-0386 through January 31, 2027. The Department of Defense (DoD) is asking the Office of Management and Budget (OMB) to approve an extension that would run three years past the new approval date. DoD is inviting public comment on whether the collection is necessary, the accuracy of DoD's burden estimate, and ways to reduce respondent burden through automated collection methods.

Why it matters: DFARS Part 219 governs how small businesses — including 8(a), HUBZone, SDVOSB, and WOSB firms — document eligibility and participation data on DoD contracts. A lapse or disruption in this OMB approval would affect the reporting mechanics contracting officers and small business contractors rely on for Part 219 compliance, though the notice itself proposes continuity rather than any substantive change to the reporting requirements.

By the numbers:

  • OMB Control Number: 0704-0386
  • Current approval expires: January 31, 2027
  • Proposed new term: 3 years from the approval date
  • Comment deadline: November 30, 2026
  • Federal Register document number: 2026-20175

The notice does not itself change any DFARS Part 219 reporting obligations; it is a procedural request to keep the existing collection authorized. Contractors and industry groups have until the comment deadline to submit input on the burden estimate or the collection's continued necessity.
